EU Backs Study of Emergency Migration ‘Brake’ as Leaders Vow Tighter Border Control

EU leaders asked the Commission to assess crisis tools following Italy and Denmark’s push for a formal trigger.

Overview

  • In a joint letter, Italy’s Giorgia Meloni and Denmark’s Mette Frederiksen urged a Notbremse that could activate exceptional measures during a large, sudden migration wave, including temporary closures or direct rejections at external borders.
  • The initiative couples tougher border options with a call to expand humanitarian support in origin and transit regions to reduce pressure on Europe.
  • Meloni presented the proposal at a migration meeting on the sidelines of the Brussels summit attended by representatives from about 16 states, including German Chancellor Friedrich Merz.
  • A summit declaration pledged vigilance and readiness to deploy diplomatic, legal, operational and financial instruments to prevent uncontrolled arrivals, with further strengthening of EU external-border control.
  • EU Migration Commissioner Magnus Brunner said displacement linked to the Iran war is largely internal so far and that preparedness has improved since 2015, with an asylum-law overhaul due to take effect on June 12.
