EU Adds Israeli Settler Groups to Human Rights Sanctions List

Enabled by a change in Hungary’s leadership, the measure seeks to hold specific settlers accused of rights abuses to account through asset freezes and travel bans.

  • On Thursday the European Council listed four settler organizations and three individuals under its Global Human Rights Sanctions Regime, bringing the total to 136 people and 41 entities.
  • The designated groups are Nachala, Regavim, Hashomer Yosh and the Amana cooperative and the named individuals include Daniella Weiss, Meir Deutsch and Avichai Suissa for actions the EU says led to violence, forced displacement and attacks on Palestinian property and services.
  • The council said the measures target violations of rights such as physical integrity, privacy, family life, religion and education and they will include asset freezes and bans on making funds available to the listed parties.
  • The decision was possible after Hungary’s new prime minister Peter Magyar withdrew a long-standing veto that had blocked sanctions under Viktor Orban’s government, exposing divisions inside the EU over tougher steps.
  • Israel condemned the move as illegitimate, the UN has documented rising settler violence and settlement expansion, and Brussels faces pressure to consider wider steps such as trade restrictions on settlement goods.
