Ekurhuleni Suspends Legal Chief as Madlanga Commission Hears Mkhwanazi and Mchunu

An interim report due 17 December will reflect the inquiry's focus on alleged blue-lights deals, rogue policing, oversight failures.

Overview

  • The City of Ekurhuleni placed head of Legal and Risk Services Kemi Behari on precautionary suspension after evidence that IPID’s 2023 recommendations on the EMPD blue-lights case were not acted upon.
  • Suspended EMPD deputy chief Julius Mkhwanazi began testifying, facing claims he unlawfully signed MOUs with Vusimuzi ‘Cat’ Matlala enabling private vehicles to carry blue lights and that he led a rogue ‘SWAT’ unit linked to serious crimes.
  • Former city manager Imogen Mashazi concluded her evidence, admitting she failed to implement the IPID report on Mkhwanazi and conceding she did not exercise proper oversight over EMPD chief Jabulani Mapiyeye.
  • Police Minister Senzo Mchunu told the commission he has never faced corruption allegations, denied improper influence over the Political Killings Task Team, and said he was unaware of a December 6 operation cited by witnesses.
  • The commission continues hearings this week, with an interim report due to the President by 17 December and a final report expected in March 2026.
