Overview
- Icasa’s amended End-User and Subscriber Service Charter requires automatic, cost-free rollovers of eligible unused voice, SMS and data bundles once the validity period ends, provided the number stays active.
- Short-duration bundles valid for seven days or less, uncapped products, and free or promotional offers are excluded to preserve low-cost, short-term options.
- Operators must use the oldest bundles first and send depletion notifications at 50%, 80% and 100%, with users able to opt in or out of notifications and out-of-bundle charges.
- The rules were published in the Government Gazette and take effect on 23 January 2027, giving networks a year to comply.
- The EFF welcomed the changes as a win yet is pressing for implementation within months rather than a year, while major operators have voiced concerns and may contest aspects of the regime.
