ED Files PMLA Charge Sheet in J&K PHED Rs 3.54-Crore Procurement Case

The Special PMLA Court has issued pre-cognisance notices to five accused after an ED probe traced diverted payments to Srinagar land purchases.

The prosecution complaint names former PHED chief engineer Ghulam Mohammad Bhat, Rajnish Bal, Mohammad Amin Wani, Nisar Ahmad Bhat, and Imran Baba of M/s Baba Enterprises.
ED alleges PHED officials conspired with M/s Baba Enterprises to rig procurement of water filtration plant spares, causing loss to the exchequer.
Irregularities cited include skipping a separate tender for additional supplies worth about Rs 2.30 crore, not collecting the mandated two percent security deposits, converting a Rs 1 lakh earnest deposit into security, and extending delivery timelines from 30 to 90 days.
Investigators say M/s Baba Enterprises received Rs 3.54 crore from PHED, paid only Rs 1.55 crore to the original supplier, and diverted roughly Rs 1.56 crore to buy land parcels in Barinambal and Hyderpora, Srinagar.
The ED has attached the properties valued at about Rs 1.56 crore, and the case—initiated from an Anti-Corruption Bureau FIR—now moves into court proceedings with further inquiry stated to be ongoing.
