- Learners taking car tests face a two-change cap that took effect Tuesday, with all existing bookings reset to two allowed changes and guidance going out by email.
- Once both changes are used, candidates must cancel and book a new test, and they can get a full refund if they cancel at least 10 working days before the appointment.
- Changes made by the DVSA, such as weather-related cancellations, do not count toward the cap and may restore a fresh two-change allowance.
- From May 12, learners must book and manage their own tests on GOV.UK, and it will be illegal for anyone else to change, cancel or swap a test on their behalf.
- From June 9, newly booked tests can be moved only to one of the three nearest centres or back to the original site, a curb on nationwide slot hoarding during an average 22‑week backlog.
