DVSA Confirms Two-Change Limit for Car Test Bookings From March 31

One transaction with multiple edits will count as a single change to curb block‑booking.

  • From 31 March 2026, learners and ADIs will be limited to two amendments per car driving test booking in England, Scotland and Wales.
  • DVSA guidance clarifies that changing more than one detail in the same transaction counts as one change, while altering date/time, switching centres or swapping slots each qualifies as a change.
  • Later in spring, learners must book tests themselves via GOV.UK, instructors will be barred from booking, and transfers will be restricted to nearby centres.
  • After using both changes, candidates must cancel and rebook; a full refund is only available if cancellation occurs at least 10 full working days before the test.
  • Candidates who already used six changes under current rules will receive two fresh changes, with DVSA saying the reforms target block‑booking and backlogs as experts warn reduced flexibility could disadvantage learners in low pass‑rate areas.
