Overview
- The Kstovo Lukoil refinery was struck overnight on July 2–3, OSINT and Ukrainian defence-affiliated channels reported a fire on site while the regional governor said falling debris killed one person and wounded four.
- Russia’s Ministry of Defence reported that air-defence forces destroyed more than 320 unmanned aerial vehicles across many regions overnight, and the Nizhny Novgorod governor said about 30 drones were shot down over the region.
- Ukrainian defence advisers and monitoring channels named the Lukoil-Nizhegorodnefteorgsintez refinery in Kstovo as the target, but independent open-source confirmation of the full extent of damage and responsibility remains limited.
- The Kstovo plant is a major facility with a reported design capacity of about 17 million tonnes a year that produces fuels for the Moscow region and for military use, and it was hit previously in April and May 2026.
- Analysts warn that repeated strikes on central Russian fuel sites have already cut gasoline output and caused local shortages, so further attacks or damage to Kstovo could deepen supply constraints and keep air-defence activity high.
