Delhi University Imposes 72-Hour Permission Rule for Campus Protests

The policy signals a shift from last month’s blanket ban to tighter procedural control after campus violence.

Overview

  • Delhi University, which issued the notice Monday, now requires signed hard‑copy applications at least 72 hours in advance to the Proctor and local police, and it rejects emails or social posts as permission.
  • Organisers must list their identity, affiliation, contacts, event plan, speakers, expected crowd and equipment, and participation is limited to DU students, teachers and staff with outsiders barred.
  • The notice warns that breaking the rules can lead to rustication or expulsion and may trigger police proceedings against organisers and participants.
  • Proctor Manoj Kumar Singh said advance notice lets the university and police manage crowds and logistics, and he said the goal is coordination rather than stopping protests.
  • Student groups including DUSU, SFI and AISA called the rule undemocratic and open to selective use, and the change follows a February 17 protest that turned violent and recent High Court doubts about blanket bans under emergency powers.
