Delhi to Bar Entry of Non-BS-VI Goods Vehicles From Outside City Starting Nov. 1

Officials frame the curb as a winter pollution control step with GRAP-II already in force.

Overview

  • Commercial goods vehicles registered outside Delhi that are not BS-VI compliant will be stopped at the border from November 1 under a CAQM directive.
  • A transitional allowance lets BS-IV diesel goods vehicles enter only until October 31, 2026, while Delhi-registered vehicles and those running on CNG, LNG or electricity remain exempt.
  • The order covers light, medium and heavy goods vehicles, with additional temporary restrictions possible whenever GRAP stages are activated.
  • Enforcement will rely on toll-plaza checks, automated number plate recognition linked to the VAHAN database and coordinated deployments by transport, traffic police and NCR agencies.
  • Transport associations plan meetings and may seek legal relief as officials flag concerns over return arrangements at borders and note that roughly 40% of incoming goods vehicles carry essential supplies.
