Delhi Police Arrest Two in ISI-Linked Plot to Attack Delhi-NCR Targets

Police say the arrests exposed a social media‑driven network allegedly run from Pakistan.

Overview

  • Delhi Police Special Cell disclosed Tuesday that it foiled planned grenade attacks and targeted shootings by arresting two young men linked to Pakistan-based handler Shahzad Bhatti.
  • Investigators said Vivek Banjara was detained in Gwalior on April 16, and his interrogation led to the April 18 arrest of Rajveer in Delhi with a pistol, six live rounds and mobile phones.
  • Police said the pair tried to source guns in March, then traveled to Amritsar on April 9 to receive a pistol, cash and ammunition for a Zirakpur club shooting that failed on April 11 when the weapon jammed.
  • Officers said the recruits were contacted over social media by an associate called Rana Bhai and handled by Bhatti, a gangster authorities describe as a proxy for Pakistan’s Inter-Services Intelligence agency.
  • A case was opened March 31 under Section 61(2) of the Bharatiya Nyaya Sanhita, India’s new criminal code, and the probe now focuses on mapping other handlers and local collaborators across the network.
