Overview
- The Directorate of Education has told all private unaided schools to constitute School-Level Fee Regulation Committees by July 15 to decide fees for 2026–27 to 2028–29.
- Each SLFRC will include school management, the principal, three teachers and five parent representatives chosen by a public, video-recorded draw that must follow seven days' notice and reserved representation rules.
- Schools must submit three-year fee proposals with audited accounts certified by a chartered accountant by July 31 and justify any hike against 18 prescribed parameters; the Delhi High Court has ordered that schools continue charging 2025–26 rates until reviews are complete.
- The DoE has ordered strict monitoring by regional officials, retention of draw recordings for two years and warned of fines, suspension, withdrawal of recognition or takeover for non-compliance.
- The reform responds to long-running parent concern over fee rises and could force refunds or adjustments of any excess fees collected while leaving some practical questions unresolved, such as whether one fee schedule must stay unchanged across the full three-year block.
