Delhi Enters LEADS 2025’s Top Tier as City Logistics Plan Nears Notification

Officials credit gains to digital planning, easier permits, cleaner transport.

  • Chief Minister Rekha Gupta said Saturday that Delhi is in the LEADS 2025 “Exemplary” tier and that its City Logistics Plan has approval and will be notified soon.
  • Delhi moved up from the Achiever tier in 2023–24 to Exemplary in 2025, a ranking that scores states on infrastructure, services, rules, digital use, and sustainability.
  • To tighten planning, the government has integrated 38 of 46 required map layers on the PM Gati Shakti geospatial portal and added 317 more, while speeding approvals through the Single Window and enabling data sharing via ULIP.
  • The Warehousing and Logistics Policy 2025 is in final drafting and will fold in the city plan to cut freight congestion and remove regulatory hurdles.
  • Road fixes and new links such as Urban Extension Road-II and the Delhi–Dehradun Expressway, plus targets to buy 2,808 e-buses in 2024–25 and over 10,000 by 2025, aim to speed deliveries and reduce pollution for residents and businesses.
