Delhi Enforces Permanent ‘No PUC, No Fuel’ Rule Citywide

The order enforces existing vehicle rules through CAQM’s tougher plan that permits seizures and maximum fines.

Overview

  • Delhi’s government, which announced the rule Wednesday, directed every fuel outlet to refuse petrol, diesel, CNG and LPG to vehicles without a valid Pollution Under Control certificate.
  • Petrol pumps and gas agencies were told to comply in full, with the municipal bodies, Transport Department, Food and Supplies Department, and Delhi Police assigned to enforce the order and warned of action for lapses.
  • Rule 115 of the Central Motor Vehicles Rules requires every vehicle to carry a valid PUC after one year of registration and to show it when asked by authorities.
  • CAQM’s revised Graded Response Action Plan backs strict PUC checks and allows seizure of vehicles and the imposition of maximum penalties for violations.
  • Officials say many vehicles have been running without up‑to‑date PUCs, and the government casts this step as a core move to cut vehicular emissions and improve Delhi’s air quality.
