Delhi Adopts Centre’s ‘Rah‑Veer’ Scheme, Rs 25,000 for Golden‑Hour Help to Crash Victims

The rollout pairs Good Samaritan legal protection with direct digital payments to spur faster hospital transport in the first hour after crashes.

Overview

  • Chief minister Rekha Gupta announced on Monday that Delhi will implement the Centre’s Rah‑Veer programme to encourage bystanders to assist seriously injured road accident victims.
  • Eligibility requires ensuring a seriously injured victim reaches a hospital or trauma centre within the golden hour, with a Rs 25,000 reward capped per incident even if multiple victims are helped.
  • Ten standout participants will be selected each year for national recognition carrying Rs 1 lakh each and certificates of appreciation.
  • A District Level Evaluation Committee—comprising the District Magistrate, a senior police officer, the Chief Medical Officer and the Regional Transport Officer—will review cases and administer awards.
  • Disbursal will occur via online transfer to beneficiaries’ bank accounts using a dedicated account and digital records, guided by MoRTH-issued instructions and supported by an initial central grant.
