Delaware Student Charged With Machinegun Possession After Alleged Plot Targeting University Police Uncovered

A late-night park stop revealed weapons, body armor, a notebook that investigators say mapped the UD Police Station.

Overview

  • Luqmaan Khan, 25, remains in federal custody after prosecutors charged him with illegal possession of a machinegun carrying a potential 10-year maximum sentence, with a detention hearing set for Dec. 11.
  • New Castle County officers stopped Khan around 11:47 p.m. at Canby Park West, where he refused to exit his truck and resisted arrest before a search uncovered a loaded .357 Glock, extended magazines, body armor and a brace kit.
  • A composition notebook recovered by police described premeditated assault plans, referenced “warfare techniques,” named a University of Delaware police officer and included a layout labeled “UD Police Station.”
  • An FBI search of Khan’s Wilmington residence recovered a Glock 19 with an illegal conversion device known as a “switch,” a .556 rifle, 11 additional extended magazines, hollow-point ammunition and a tactical vest.
  • University of Delaware officials confirmed Khan was an undergraduate, issued a campus ban and said there are no known or immediate threats as federal and local agencies continue a joint investigation.
