Daniele Porena Elected to CSM, Reinstating Center-Right Laic Bench for Cassation Presidency Vote

Completing the CSM’s lay membership following Natoli’s departure, the election precedes further parliamentary readings of a judicial career-split amendment alongside a prison-capacity decree.

  • Porena secured the CSM’s vacant lay seat on August 5 at the third ballot with 333 center-right votes, replacing Rosanna Natoli who resigned in June after her suspension in September 2024.
  • A constitutional law professor at the University of Perugia, Porena also served as a Perugia city councillor for Alleanza Nazionale in 2004 and is backed by Fratelli d’Italia.
  • His appointment restores the center-right’s full laic representation on the Consiglio superiore della magistratura for the first time in nearly a year.
  • With the bench at full strength, the CSM will vote on the presidency of the Court of Cassation on September 4 under the watch of President Sergio Mattarella.
  • Parliament’s amendment to split judicial career tracks and the 'svuota carceri' decree proposing 10,000 new detention places and expanded treatment programs now face two more readings or a confirmatory referendum in spring 2026.
