Dallas Orders Mandatory Unpaid Furloughs for Non-Uniform City Workers

City says the furloughs will reduce expenses, preserve jobs and benefits, position the government for the FY27–FY28 budget

Overview

  • City announced Tuesday that non-uniform General Fund employees must take unpaid furlough days on July 10, Sept. 4 and Sept. 28, with no option to cover the days using sick leave, vacation or comp time.
  • All General Fund and Internal Service Fund non-uniform executives at or above assistant director must also take two floating unpaid furlough days to be used before Sept. 16.
  • Police, firefighters, paramedics, 911 staff and workers in self-funded enterprise departments including Dallas Water Utilities, Aviation, Convention and Event Services and Sanitation are exempt from the furloughs.
  • City officials say the steps follow earlier measures like a selective hiring freeze, overtime limits and travel suspensions after expenses continued to outpace revenue due to rising health and pension costs and falling tax and commercial property revenue.
  • Local reporting places the shortfall at about $51 million, the largest since the COVID-19 era, a gap that city leaders say will shape council budget talks this fall and could force further cuts or policy choices constrained by state caps.
