Customs Releases Seized MBTA Red Line Car Shells, Allowing Assembly to Restart

Intervention by Gov. Maura Healey with Rep. Richard Neal helped end the hold.

Overview

  • Massachusetts Gov. Maura Healey confirmed U.S. Customs and Border Protection has released Red Line car shells detained since May 25, 2025, in Philadelphia under a forced-labor compliance review.
  • CRRC MA says the clearance lets it resume retrofitting in Springfield and begin recalling furloughed employees, with more than 140 workers slated to return as operations ramp up.
  • A CRRC spokesperson said the released shells will be transported to the Springfield plant in mid-April, while Rep. Neal’s office had earlier estimated delivery roughly four to five days after release.
  • The detention stemmed from documentation requirements under the Uyghur Forced Labor Prevention Act, which has prompted heightened scrutiny of supply chains tied to China’s Xinjiang region.
  • MBTA’s long-running contract with CRRC continues, with 190 Red Line cars still to be completed after prior deliveries that included the full Orange Line order and partial Red Line production.
