CSPD Details Officer Shooting After Fugitive Hunt in Colorado Springs
Police say the man who shot the officer was not part of the fugitive search.

- Officers, U.S. Marshals and the Department of Corrections Fugitive Apprehension Unit had been searching for Frank Williams near East Bijou Street and Balfour Avenue around 1:30 p.m. Monday.
- During the operation, authorities confirmed Williams’ warrant was no longer active because he was already in the Criminal Justice Center.
- After the search concluded, officers approached a man later identified as 35-year-old Michael Foster, who they say acted suspiciously and then ran.
- According to police, Foster pulled a gun and shot a CSPD officer, and two officers returned fire, hitting Foster; the officer was released from the hospital Monday, and Foster is in critical but stable condition.
- The El Paso County Sheriff’s Office is leading the investigation, and the involved CSPD officers are on administrative leave under department policy.
