Overview
- Lynda Cooper pleaded guilty on 19 June to 11 animal welfare offences and to breeding without a licence and received a 12-month custodial sentence suspended for two years, a £10,000 costs order, and a 10-year ban on keeping dogs.
- Officers acting on a 2024 complaint obtained a magistrates' court warrant in August 2024 and removed 77 emaciated and sick dogs from Cooper's Pontypool property, including multiple puppies.
- Rescue teams and vets found many dogs severely underweight with advanced dental disease, chronic ear infections, lost muscle mass and mobility, and the most badly affected older animals were euthanized.
- Hope Rescue led emergency treatment, behavioural rehabilitation and rehoming for the majority of the dogs, a response that charities described as one of their most challenging cases.
- The case has prompted questions about local licensing and enforcement because Cooper had held a breeding licence in 2023 that was not renewed and authorities needed a warrant to gain access to the property.
