Cook County Breaks Ground on $99 Million Touhy Avenue Rebuild Near O’Hare

Cook County says the nearly $100 million effort is its largest transportation project to date.

Overview

  • Construction is underway to fully reconstruct Touhy Avenue between Elmhurst Road and Mount Prospect Road across Elk Grove Village, unincorporated Elk Grove Township and Des Plaines.
  • The project adds a new bridge over the Union Pacific Railroad and the planned I-490 tollway, realigns Old Higgins Road and the Touhy–Mount Prospect intersection, and upgrades the Touhy–Elmhurst junction.
  • Designed to ease congestion on a corridor carrying about 32,000 vehicles daily, the plan also improves safety and transit with a shared-use path, new sidewalks, transit signal priority, bus shelters, lighting and drainage, and better Pace Route 223 service.
  • Funding includes $41.5 million in federal Congestion Mitigation and Air Quality dollars and $5 million from IDOT’s Local Project Funding program, with partners spanning the Illinois Tollway, IDOT, Chicago, the Chicago Department of Aviation and local municipalities.
  • Officials tie the work to the I-490/Elgin O’Hare Western Access initiative to boost freight movement and airport access, with completion targeted by the end of next year.
