- The Contraloría’s control report, made public on July 7, found Provías Nacional has S/24.7 million available against S/156.1 million needed for June–December 2026, creating a shortfall of about S/131 million that threatens continued works.
- Inspectors documented critical-path slippage: geology and geotechnical studies finished 59 days late and the traffic diversion plan was 111 days late, delays that already block successor tasks such as substructure design.
- The audit noted that the contract’s dispute-resolution panel (the DAAB) was not formed by its December 26, 2025 deadline, removing a planned mechanism to contain claims and raising the risk of formal arbitration and extensions of time.
- Contraloría also found accumulated debris on site left by third parties and lapses in site management that could justify contractor claims for extra time or payment and further drive up public costs.
- Provías Nacional was notified to take corrective measures while the MTC’s requests to the MEF for additional funds remained unanswered as of June 18, leaving project continuity dependent on urgent budget action and contract remedies.
