Cities Reset Street-Cleaning Contracts: Copasa–Setec Leads Ourense, Sueca Picks FCC, Barakaldo Halts Bid

Overview

  • Ourense’s contracting board opened bids, and the Copasa–Setec Building consortium topped technical and economic scores with a 6.15% price cut to €13.839 million per year before VAT.
  • Mayor Gonzalo Jácome called the consortium the virtual winner through 2036 and said FCC was excluded for an error, with formal adjudication expected before April and new containers in six months and machinery in 14.
  • Sueca’s council approved awarding its cleaning and waste contract to FCC Medio Ambiente SAU for four years with a one-year option at €3.42 million annually, a 112% increase over the previous deal.
  • The Sueca contract commits to a 20% staff increase, major fleet renewal with about €1.5 million for vehicles and €280,000 for containers, organic-waste collection, real-time digital monitoring, and quality-linked payments up to 10%.
  • Barakaldo’s €96.6 million, seven-year tender is provisionally suspended after a challenge following the exclusion of three bidders on technical grounds, leaving Prezero and Valoriza in contention and pushing next steps to late March.
