Overview
- The central government has begun rolling the occupational-injury protection pilot out to all 31 provinces and the Xinjiang Production and Construction Corps this month and newly added nine ride-hailing and five instant-delivery platforms to the scheme.
- The program uses rules built for mobile, multi-platform work: workers are enrolled by day, platforms are charged per order, payments are remitted monthly, and coverage is counted on an aggregate basis.
- Provinces must, following a ‘mature a batch, include a batch’ principle, bring locally registered small and medium platform firms in ride-hailing, instant-delivery and intra-city freight into the pilot within the year.
- The pilot began in July 2022, expanded in July 2025, and had about 29.902 million people insured by June 30, 2026, while major platforms such as Meituan report fully paying premiums for over 10 million riders.
- Authorities will study broader sectoral inclusion in 2027 and provinces and platforms face practical tasks on per-order billing, monthly remittance and compliance as the program scales.
