Centre Tables CAPF Bill With IPS Quotas in Rajya Sabha

The move sets up a test between Parliament’s push to codify service rules and a Supreme Court directive to cut IPS deputation.

Overview

  • The government introduced the Central Armed Police Forces (General Administration) Bill in the Rajya Sabha on Wednesday after a voice vote rejected Opposition notices, and the House set aside eight hours for debate.
  • The bill creates a single legal framework for the five CAPFs — CRPF, BSF, ITBP, CISF and SSB — and fixes IPS deputation at 50% of Inspector General posts, at least 67% of Additional Director General posts, and all Special DG and DG posts.
  • A sweeping clause lets the Centre frame recruitment, promotion and deputation rules notwithstanding any other law or court order, which Opposition members said attempts to sidestep binding judgments.
  • Opposition parties and retired CAPF officers argued the bill undercuts a May 2025 Supreme Court ruling that ordered a progressive reduction of IPS deputation up to the IG rank, and they pressed for a referral to a Standing Committee and cited a pending contempt plea.
  • Ministers Nityanand Rai and Kiren Rijiju said Parliament has full authority to legislate and that IPS leadership aids Centre–state coordination, while critics warned the quotas will stall promotions in vacancy-driven CAPF hierarchies, sap morale, and invite fresh legal challenge.
