Overview
- Registration opened on Wednesday through Semovi’s new digital platform and a call center to accept vehicle entries while some manufacturers finish system integration.
- The rule classifies motorized electric personal vehicles (VEMEPE) as units that can exceed 25 km/h with motors over 250 watts up to 1 kW and splits them by weight into Type A under 35 kg and Type B between 35 and 350 kg.
- Owners of covered vehicles must carry license plates, a tarjeta de circulación, an A1 or A2 driving license when required, civil liability insurance, and visible safety equipment with a plate fee set at 709 pesos and licenses at 572 pesos (A1) and 1,142 pesos (A2).
- Enforcement will be phased: authorities plan operatives starting in September and general fines after a regularization window that ends on November 20, with prohibited circulation on sidewalks, protected bike lanes, bus lanes and roads over 50 km/h and specified fines for violations.
- Semovi has coordinated with about 30 manufacturers representing roughly 80 percent of the market to register technical specs, require sellers to inform buyers which models need plates, and issue plates at point of sale for new units to ease compliance for users.
