CDMX and Edomex Tighten Hybrid Rules: Mild Hybrids Lose Exemption, EVs Keep Permanent Pass

The move ties eligibility to performance-based renewals at verificentros to reflect aging emissions profiles.

Overview

  • Rules published in the January 2 Gaceta Oficial are now being applied, with authorities detailing how verification outcomes drive Hoy No Circula status in CDMX and the State of México.
  • Mild-hybrid (MHEV) models no longer qualify for the Exento hologram and will receive a '00' sticker up to two times before shifting to semiannual verification where Hoy No Circula restrictions can apply.
  • Conventional hybrids (HEV), plug-in hybrids (PHEV) and range-extended EVs (REEV) see Exento validity reduced from eight to six years with a single renewal option once the initial term expires.
  • Vehicles already holding an Exento keep their original eight-year term under transition rules, while full battery-electric vehicles remain the only class with indefinite exemption.
  • Tenencia/subsidy adjustments remove automatic tax breaks for many MHEV, with local reports citing a CDMX refrendo of 380 pesos for hybrids versus 760 pesos for combustion cars, and officials stress there is no blanket ban as renewals depend on verificentro criteria.
