Castilla‑La Mancha Finalises Joint Post‑2027 PAC Position

The regional plan pushes tighter eligibility, redistributive caps and dedicated youth funding to shape Spain’s submission to the EU

Overview

  • Regional officials and the main agrarian groups ASAJA, UPA and Cooperativas agreed to finalise a joint set of proposals to send to Spain’s Ministry of Agriculture in the first week of September.
  • Participants backed strengthening the 'agricultor activo' rule so payments go to people who earn a significant share of their income from farming and carry out agricultural work directly.
  • UPA pressed for stricter criteria including minimum income thresholds, a €60,000 cap on degressive per‑hectare payments with limited top‑ups for payroll, and exclusion of private investment funds from public aid.
  • The regional government reported it has paid more than €666 million in PAC 2025 support and said an extra €10.7 million will be distributed to about 82,000 beneficiaries from September 4th.
  • Separate farmer protests in Castilla y León on Thursday demanded an immediate €150 million emergency aid package for the cereal sector, highlighting acute losses and adding short‑term pressure to the PAC talks.
