Canada to Fast-Track Permanent Residence for Up to 33,000 In-Canada Workers

The approach aims to cut the temporary resident share by moving long‑time rural workers to permanent status.

Overview

  • IRCC, which detailed the initiative Monday, said it will speed decisions for up to 33,000 temporary workers through 2027.
  • Eligibility covers people who already applied under the Provincial Nominee Program, the Atlantic Immigration Program, community and caregiver pilots, or the Agri‑Food Pilot after living two years in smaller communities.
  • Applicants do not need to apply again, as IRCC will pick eligible files from its existing backlog and advance them.
  • The department reported 3,600 approvals between January 1 and February 28 and set a goal of at least 20,000 transitions in 2026 with the rest next year.
  • Ottawa says the focus is on in‑demand roles in agriculture, natural resources, trades, transportation, health and caregiving in rural areas, and lawyers have pressed for more transparency after pre‑announcement approvals.
