Canada Imposes Provisional 10% Surtax on Canned-Vegetable Imports

The temporary duty is meant to protect growers while a trade tribunal completes an inquiry into whether import surges are harming processors.

Overview

  • The government announced the surtax on June 19, 2026, and it takes effect immediately for up to 200 days to provide short-term relief to Canadian canned-vegetable growers and processors.
  • Imports from the United States, Mexico, Israel, Chile and developing countries are exempted in line with Canada’s trade obligations, narrowing which foreign shipments will face the 10 percent charge.
  • The Canadian International Trade Tribunal, which opened a safeguard inquiry in March 2026, is scheduled to finish its review by September 9, 2026 and will determine whether imports caused or threaten serious injury.
  • If the tribunal finds no injury the provisional surtax will be lifted on the date of that finding, and if it finds injury it will recommend longer-term remedies for Ottawa to consider.
  • Industry and retail groups say the move could stabilize processing plants that have faced import pressure and closures, but they warn it may raise costs for shoppers and that acting before the tribunal’s final report has drawn criticism.
