California Directs Agencies to Study AI’s Job Effects and Propose Rules

  • The Employment Development Department must build an AI-employment dashboard using unemployment insurance data within 90 days and begin twice-yearly reporting to track sector trends.
  • The Labor and Workforce Development Agency has 180 days to review the California WARN Act and displaced-worker protections and must report by mid-November with options on severance, equity and safety-net programs.
  • By October 15, 2026, agencies must also report on how collective bargaining handles technology, on workforce training programs and on incentive or revenue-sharing models to direct AI gains toward workers or public uses.
