California Activates Wide-Ranging Laws That Take Effect July 1

State and local agencies must put new rules into practice that will change school policies, housing permits, wage floors and safety oversight.

Overview

  • School districts and charter schools must adopt phone-limiting policies under the Phone-Free Schools Act, and public secondary and higher-education ID cards must include the Trevor Project crisis hotline starting July 1.
  • Every public and private K–12 campus must provide at least one accessible all-gender restroom as the new school-facilities rule goes into force.
  • The Affordable Housing Near Transit Act lets qualifying developers override local zoning to build higher-density housing near major transit stops when state conditions are met.
  • Several city and county minimum wages will rise on July 1 and health-care workers at the largest systems will see mandated minimums that reach up to $25 per hour depending on facility size.
  • New consumer and safety rules taking effect include standardized food-date labels that ban “sell by,” limits on loud streaming ads, expanded enforcement authority over autonomous vehicles, and a pilot to support standby perinatal services at rural hospitals.
