Cabinet Secretariat Issues First Report Cards for Union Ministries

The review is meant to speed decisions, cut nonessential foreign travel and force operational changes in departments.

  • Cabinet Secretary T. V. Somanathan presented ministry scorecards to the Council of Ministers on May 21–22 and the Cabinet Secretariat has circulated separate ratings by administrative category rather than a single overall rank.
  • The assessment measured practical administrative tasks such as file disposal, grievance redressal and timely responses to Cabinet notes while also factoring in use of digital tools, data sharing and AI.
  • Officials identified top performers on specific indicators, with the Ministry of Consumer Affairs rated highly for grievance handling and crisis response, the Ministry of Coal scoring best on file disposal, and the power and health ministries also doing well in some categories.
  • Prime Minister Narendra Modi ordered faster decision-making, limits on foreign travel and large convoys, and the cancellation of nonessential international events including the Africa and Big Cat alliance meetings.
  • Ministers have launched internal reviews and issued directives—for example, Shivraj Singh Chouhan told officials to simplify procedures and prioritise grievance redressal—with the scorecards likely to shape reforms, service delivery and possible cabinet changes.
