Cabinet Secretariat Issues 100-Point Scorecards for Union Secretaries

Built to benchmark departments, the system formalizes measurable criteria with penalties plus limited discretionary credit.

Overview

  • The first assessments cover September to November 2025 and were dispatched to Secretaries in the first week of January 2026.
  • Each report card totals 100 marks across roughly a dozen parameters, led by file disposal at 20 and by output or activities and scheme or capital expenditure at 15 each.
  • Additional measures track public grievance redressal, quality and timeliness of Cabinet notes, completion of Project Monitoring Group items, and prompt bill clearance by PAO and CCA.
  • Up to 12 negative marks apply for excessive spending on foreign visits or events, abnormal pendency of files at Secretary level and above, or delayed payments to MSMEs.
  • The Cabinet Secretary may award up to 5 discretionary marks for exceptional contributions, and Secretaries have been asked to provide feedback to refine the framework.
