Disability policy is strengthened, with repeat facilitation of gambling via others’ accounts now a criminal offense.

Overview

  • The Cabinet directed a team led by S. Byambatsogt and J. Enkhbayar to propose legal and procedural changes for selecting a strategic investor and contractor for the Erdenet-based copper concentrate smelting and processing project.
  • Outreach to global metals companies and investors will begin immediately, with proposals due by January 15, 2026 and a subcommittee set to assess financial strength, financing options, technology and management capacity.
  • Ulaanbaatar officials reported accelerated implementation of 16 priority projects, citing clearance of 3,933 land parcels this year and noting the cable-car line is over 70 percent complete alongside ongoing housing and infrastructure works.
  • The Government amended the operating rules of the Council on the Rights of Persons with Disabilities, and the Speaker said a barrier-free accessibility bill is planned for consideration in the spring 2026 parliamentary session.
  • Law enforcement recorded 109 cases of people letting others use payment accounts to support gambling operations and highlighted newly codified Criminal Code liability for repeated facilitation, as forecasts pointed to persistent severe cold across many regions.
