Buenos Aires City Demands ARS 27 Billion From Province for Homeless Care

The dispute tests a 2025 rule that shifted responsibility to provinces and exposed a funding gap when people cross the city–province line.

Overview

  • City officials, in a letter sent Wednesday to provincial economy minister Pablo López, requested an immediate ARS 27,066,151,450 transfer under Decree 373/2025.
  • Buenos Aires City says at least 2,327 people in its shelters are provincial residents out of 4,626 assisted across 61 centers that operate around the clock.
  • The city calculated care at ARS 1,163,135 per person per month and used that rate to total the reimbursement it says the province owes since the decree took effect.
  • Provincial minister Andrés Larroque rejected the claim and said the province expanded its own network to 58 Centers of Social Integration from 28 as finances tightened under national cuts and lower revenue.
  • No transfer or coordination deal is confirmed, a stalemate that leaves cross‑border cases in the metro area without a clear payer as homelessness has climbed in recent city counts.
