Overview
- A joint act from Receita Federal and the CGIBS that took effect Monday, August 3, 2026, obliges many electronic fiscal documents to display the new IBS and CBS tax fields for the first phase of the rollout.
- The initial phase is declaratory and will not trigger regular tax collection, with a 2026 test rate of 1% and temporary rates of 0.1% for IBS and 0.9% for CBS available for exercises of test collection and legal compensation mechanisms.
- Businesses must update ERPs and issuance software and correct product (NCM) and service (NBS) classifications so invoices calculate and populate IBS/CBS correctly or face rejected or non-authorized documents.
- Receita Federal has signaled an educational enforcement posture that can demand corrections within 60 days with possible penalty waiver if fixed, but rejected documents can immediately interrupt sales, transport and accounting flows.
- The rollout is phased through dates in October, November and December 2026 and January 1, 2027 for Simples Nacional firms, with technical layouts to be published at least 60 days before each date and a compliance program due within 30 days as the full transition runs toward 2033.
