Brazil Delays CNPJ Technical Requirement as Receita Moves to Alphanumeric IDs

The government pushed the obligation for individuals and rural producers to register a 'CNPJ técnico' to January 1, 2027, giving firms extra time to adapt while Receita finalizes a simplified registration system and an alphanumeric CNPJ rollout.

  • The government published Decreto nº 13.075 that postpones to January 1, 2027 the requirement for people and rural producers to obtain a 'CNPJ técnico' and issue fiscal documents under the new consumption-tax rules, a change recorded in the federal Diário Oficial on July 21–22.
  • Receita Federal scheduled a technical migration of the CNPJ system with planned downtime from July 23–27 to prepare an alphanumeric CNPJ format, and it expects to issue the first alphanumeric CNPJs from July 31.
  • Officials say a simplified digital CNPJ registration tool will be available in November 2026 so affected individuals can enroll without opening a company, and Receita will publish test environments and technical manuals before the January deadline.
  • Businesses must still prepare for the August transition that makes IBS and CBS fields mandatory on electronic invoices under the 2026 test rate and for a 2027 start of the CBS split-payment mechanism, meaning ERP, invoicing and payment systems need updates to avoid rejections and cash-flow disruption.
  • The reform replaces several levies with a federal CBS and state/municipal IBS, keeps temporary carve-outs for very small earners and some rural producers, and will migrate ICMS/ISS to the IBS progressively through 2029–2032 with PIS/Cofins to be phased out when CBS begins.
