Brazil and Suriname Sign 13 Accords to Deepen Amazon Security, Trade and Energy Ties

Overview

• During a state visit to Brasília on May 28–29, 2026, Presidents Lula and Geerlings-Simons signed 13 bilateral instruments covering defense, policing, cybersecurity, social programs, transport and health.
• A military memorandum creates a framework for coordinated 'operações militares espelhadas' along the 593 km Brazil–Suriname frontier to boost surveillance and fight transnational crime.
• Police, judicial and cybersecurity agreements include a new institutional pact between Brazil’s Federal Police and Surinamese police and a GSI–Suriname cyber cooperation memorandum to counter trafficking, contraband and digital threats.
• The two governments approved terms of reference to begin negotiations to expand the narrow AAP‑41 partial commercial agreement in the second semester, aiming to raise bilateral trade from its 2025 level near US$55 million.
• Leaders advanced energy talks linked to recent Guiana Basin finds estimated at roughly 4–6 billion barrels, kept Petrobras–Staatsolie partnership talks active but not finalized, and left the Anel das Guianas overland corridor at an early planning stage with the Guiana phase seen as nearest term.
