Bolivia Declares 90-Day State of Exception as Forces Clear Roadblocks

The decree aims to reopen supply lines to cities suffering fuel and medicine shortages.

Overview

  • President Rodrigo Paz issued a 90-day state-of-exception that the Plurinational Legislative Assembly approved, authorizing the Armed Forces to support police in removing roadblocks after more than seven weeks of nationwide protests.
  • The government reached separate agreements with the Central Obrera Boliviana and local authorities in places such as San Julián that led to the lifting of some blockades and local promises on services and fuel supplies.
  • Security operations and heavy equipment have reopened key corridors connecting La Paz with other regions, and fuel tankers have begun reaching La Paz and El Alto after deliveries were stalled for weeks.
  • Clashes continued in Cochabamba and other strongholds where campesino and indigenous groups resisted clearances, producing injuries, hundreds of detentions and disputed counts of at least 14–16 deaths reported by different outlets.
  • The crisis has strained Bolivia’s economy and public services, with estimated losses near $3 billion, deep political polarization over accusations against Evo Morales, and a risk of renewed disruption if remaining groups reject negotiations.
