Boeri and Zucchi Ordered to Stand Trial in Milan BEIC Tender Case

Prosecutors say recovered July 2022 chats show pre-arranged contacts that breached anonymity rules in the library design competition.

Overview

  • The preliminary hearing judge, Fabrizio Filice, sent the case to trial with the first hearing set for April 17 in Milan.
  • The case concerns the July 2022 international tender that awarded an €8.6 million design contract for the new BEIC, with charges of bid rigging and, for Boeri and Zucchi only, false conflict-of-interest declarations.
  • Also ordered to stand trial are Raffaele Lunati and Giancarlo Floridi of Onsitestudio, Pierpaolo Tamburelli of Baukuh, and architect Andrea Caputo.
  • Investigators cite partially recovered WhatsApp and Telegram messages from July 6–8, 2022, and allege Tamburelli acted as a conduit between commissioners and the eventual winners in violation of anonymity rules.
  • Neither the City of Milan nor the BEIC Foundation has joined the case as a civil party, and the defendants argue the projects were evaluated anonymously with no illicit agreements.
