Bodycam Shows Fatal Police Shooting Near City Heights School as State DOJ Investigates

State investigators are reviewing the case under AB 1506 because the handgun was a replica.

  • Footage depicts Ly turning toward officers while holding what appeared to be a handgun; investigators later determined it was an orange-tipped replica, and a knife was also recovered.
  • Officers Andres Ruiz and Wyatt-Lee Basson fired, lifesaving measures were attempted, Ly died at the scene, and no officers were injured.
  • The California Department of Justice has taken over the investigation and will refer the case to its special prosecution section, with SDPD and the city’s Commission on Police Practices conducting separate reviews.
