Bipartisan Michigan Lawmakers Introduce Zoning Overhaul to Boost Housing Supply

Sponsors say zoning rollbacks to speed approvals will add homes without new subsidies.

Overview

  • Reps. Kristian Grant and Joe Aragona introduced a nine-bill Housing Readiness Package intended to lower costs and expand supply, with the House Regulatory Reform Committee expected to take it up this week.
  • Measures allow duplexes by right in single-family zones in or near metro areas, legalize accessory dwelling units, and cap required parking at no more than one space per dwelling.
  • The bills set metro-area setbacks at 15 feet in front and 5 feet on sides and rear, cap minimum dwelling size at 500 square feet, and prohibit single-family lot minimums above 2,500 square feet.
  • The package standardizes local review timelines and study requests and updates protest petition rules by extending the radius to 300 feet and setting a 60% signature threshold.
  • Aragona cites a fall in new housing from about 54,000 units in 2005 to roughly 15,000 in 2024 and an estimated $95,000 in regulatory costs per home, as builders and pro-housing groups backed the effort.
