Binance to Re-Enter Philippines Through BlockShoals in SEC Sandbox

Regulators will use a supervised sandbox test to judge whether Binance can meet Philippine compliance and user‑protection standards.

  • Binance announced a formal partnership with BlockShoals on May 26 to pursue a regulated return to the Philippines through the Securities and Exchange Commission’s Strategic Sandbox (StratBox).
  • BlockShoals holds SEC approval as a Crypto Asset Intermediary after receiving in‑principle clearance on November 12, 2025 and full approval on April 14, 2026, and will serve as the locally licensed intermediary for the trial.
  • Sandbox testing of a tailored Binance platform is scheduled to begin in the second half of 2026 and the SEC’s StratBox regime allows supervised live trials that can run for up to 24 months.
  • Under the deal, BlockShoals will handle local regulatory and reporting duties while Binance supplies global technology, security, operations, product support, and compliance systems during the supervised tests.
  • Practical access for everyday Philippine users is not immediate because Binance was blocked after late‑2023 SEC findings and a March 2024 NTC site block, and any permanent market access will depend on clean compliance, safety and adoption data from the sandbox.
