Berlin Nears Finish on Teacher Civil-Service Drive as Senate Backs Data-Led School Tests

The overhaul signals a shift to routine measurement and digital tools to lift results and stabilize staffing.

  • Berlin moved on two tracks Tuesday as the Senate advanced a school-law amendment and the education chief said the teacher civil-service conversion is close to complete.
  • The draft law sets up yearly mandatory learning checks for every pupil, starting with repeat national Vera tests in grades 4 and 9 in 2027/28 and aiming for coverage through grade 10 by 2030/31.
  • Early grades will use the Stars diagnostic in 2027/28, and Berlin’s school-quality institute is building further tools to cover the remaining years.
  • The proposal also sets rules for artificial intelligence in classrooms and brings in digital class books, report cards and student IDs to support consistent data use.
  • Katharina Günther-Wünsch said about 12,000 teachers have moved into civil-service posts, raising the civil-servant share to 58.2% and, she argued, improving trainee retention despite concern over future pension costs.
