Berlin Meets Public Housing Goal as State Portfolio Tops 400,000 Homes

Rising building costs with scarce turnover keep asking rents elevated.

  • The average rent in existing state-owned units was €7.09 per square meter in 2025, under the city’s €7.21 rent index based on 2023 data.
  • That comparison is imperfect because the companies count subsidized units, which the Mietspiegel rent index does not include.
  • New leases at the state firms averaged €9.31 per square meter last year, while portal listings averaged €17.76 with no proof those offers became signed rents and many flats not listed online.
  • Tenants now stay about 25 years in these homes versus 18 a decade ago, which has pushed annual turnover down to 4% and left far fewer apartments available to new renters.
