Bavaria Survey Finds Demand for Transparency and Online City Services

The findings put pressure on Bavaria to standardize digital services before year-end.

Overview

  • A new BVS poll of about 1,000 eligible voters across all Bavarian regions finds 64% often do not know how local decisions are made.
  • Support for digital administration is high as roughly two-thirds want to complete municipal tasks online and 51% call for many more services.
  • Federal and Bavarian digital ministers pledged five core services to work on a smartphone by year-end, including address changes, driver’s license applications, residence permits, building pre-approvals and gun permits.
  • Residents show cautious openness to AI, with 59% backing automated form processing while three quarters want clear disclosure of any AI use and about half fear overreliance.
  • Local leaders report a patchwork of standards across municipalities and say digital tools have not yet delivered clear time or staffing savings.
