Basque Country Sees Rise in Repeat Arrests in 2025

The new Ertzaintza totals, published by the Basque Security Department, track year-on-year arrests of repeat offenders rather than court outcomes.

  • Police data show 964 people were detained more than once for the same offence in 2025, an increase of 114 from 2024.
  • Bizkaia accounted for 545 repeat detainees, including 263 in Bilbao, according to the provincial breakdown.
  • Gipuzkoa recorded 202 repeat detainees, a 5% rise from 192 in 2024, remaining below 2022 and 2023 levels.
  • Within Gipuzkoa, 83 repeat detainees were tied to property crimes, up 20% from the prior year, with 41 of those arrests in Donostia–San Sebastián, a 28% increase.
  • Across the Basque Country, the most common repeat offences were crimes against property and the socio-economic order, with 212 people detained more than once in that category.
