Barcelona Area Cities Use Speed Devices to Seize Modified e‑Scooters

Local police say the new dynamometers and cinemometers give precise proof of illegal speed so they can remove dangerous scooters and press fines or charges.

Overview

  • Local forces in Cornellà and L’Hospitalet have added homologated speed-measuring devices this year to identify electric scooters that exceed the 25 km/h legal limit.
  • L’Hospitalet reported 373 scooters seized from January through May 2026, a total that already tops its 2025 removals, and Cornellà has immobilized more than 140 VMPs since its dynamometer entered service.
  • Authorities detected extreme cases of tampering with measured top speeds far above the limit, including readings of about 139.4 km/h in Cornellà and over 114 km/h and 133.5 km/h in L’Hospitalet.
  • Police have widened inspections to shops and repair workshops to check vehicle origin, look for stolen scooters, and stop the sale or modification of machines that lack DGT certification or mandatory insurance.
  • Officials say the measures aim to reduce road danger to pedestrians and tackle the use of scooters in violent robberies, and they warn controls and fines will continue and intensify in coming months.
